David,
the building with Moishe Altman's memorial plaque in your photo is 23
Kobylyanska St, where he lived from 1961 until his death in 1981.
Currently this building is listed in the Chernivtsi City Register of
Historic Places (#986), because of Altman's apartment. Altman's
gravesite (block 42 of the old Jewish cemetery) is also a protected
historic monument.
There is no street named after Altman in Chernivtsi.
