The Temple , after many mistrials of removing the ruins, was modified.
  The "untempling " included the removal of the ruined cupola and
  adding another floor and a roof.
   Only the massive walls remained.
    They invested over a million USD.
    Consider this too.

I agree with Hardy

There seems to be changes in beautifing Czernowitz
with colours and monuments. Churches are being
repainted & refurbished. Anybody visiting finds
pleasurable viewing. With exception of the "Yusim"
the lonely orphan,the forgoten Temple that graced the city
for a long time. It has been relegated to the hard
basket. I supose never to be restored in the line with
the churches.To restore the Temple, this would be a recognition
of Jewish former residents contribution to the culture and development
of the Czernowitz. However I have my doubts.
Everything is done grudgingly.
