Hardy, where did you get this information?
Is the building of the Tempel, now the property of the city?
and rented or leased to an individual or a company?
Or is it the property of some private people?
What is the situation with other buildings?
Do people who live in a house or apartment, own it?
Or does all property belong to the city or the state?

A million Dollars is and was an awful lot of money in the Ukraine.
I do not believe that anyone spent this much money on removing
what was left of the dome and adding another floor and a flat roof.
As a cinema the building probably does not have a net revenue
greater than $30 000 per year.
At the time the building was converted to a cinema,interest rates
were quite high, probably at least 4% and mortgages were at 6%.
Whoever invested $1 000 000 in the removal of the dome and
the addition of a flat roof would have made a very bad investment.
He could have put his money in the bank and earned interest of
$40 000 per year. If he had to borrow the money, in order to make
the repairs, his mortgage payments on a 30 year mortgage at 6%,
would have been at least $80 000.
