I agree that this translation is inadequate and hope that someone
will do a better job and keep us informed.

As to the people mentioned in the article:
I do not know anything about Basil Zabrodska, except that in the article
he is called an entrepreneur.

Fedoruk is the name of the former mayor of Chernivtsi.
He is accused of mismanagement and therefore does not serve as mayor now.

Myhaylishyn is the current acting mayor.

I am sending a copy of this letter to Serah, hopefully she will agree to
translate the article.
