I can read Ukrainian.
What is this man saying (according to his name, he belongs to the Russian
minority, he is not Ukrainian) is basically the following:
(Our) community should remain in possession of some of its property, there
is no need to give it all away. This is a communal building that was build
on donations and so it was for 140 years. And it (the building) was never
donated to Zabrodski.
Then the author goes through the history of the building and of the corrupt
local government and mentions Henrich Wagner, the principal donor of the
Temple. The author also attempted (unsuccessfully) to locate the
descendants of Henrich Wagner in Argentina and in Hawaii.
The author also calls to give the building some dignified purpose, not
necessarily related to the buckets of popcorn.
I intend to call my cousin Misha and to ask him about that "entrepreneur".
By the way, my cousin told me that the building has been sporting a plaque
describing its history for some time.
The author of the article uses the verb "will pass on" or :"will transfer"
(the building). Hard to believe that the Ukrainians will sell this building
to a private person, especially now, when they are desperately trying to
attract foreign tourists, most of them Jewish pilgrims suffering from an age
related nostalgia.
