 I knew that Alexandru Ioan wasn't Alexandru Constantin but as Hardy wrote,
it woke up my immune system towards anti-Semitism to see the combination
Winkler-Cuza.
 Cuza was indeed a virulent Anti-Semite and the real crisis for the
Bukowinian Jews came when the Goga-Cuza regime came to power. By the way,
another reason why they wouldn't have dared to name the University after
Alexandru Constantin is that they strived to join the EU (which they
succeeded). That's also the reason why nowadays Czernowitzers have suddenly
become such Germanophiles. Again, as Hardy says, not mentioning that the
ones who kept and forwarded the German culture were the Czernowitzer Jews.
