Cornel,

in the last week of October 1918 Austro-Hungary effectively ceased to
exist. Between October 25 and November 6, new independent states
appeared on its entire territory. In Czernowitz two competing
quasi-governments were created on October 25 (Ukrainian) and on
October 27 (Romanian). Both claimed the power in the region. On
November 6 the last Landespraezident, Graf von Ezdorf officially
transferred the power to the Ukrainian and Romanian committees (see
the Protocol - http://cv.archives.gov.ua/i/2213831.jpg). Ukrainians
immediately announced that Bukovina is joining Western Ukrainian
People's Republic. On November 11 Romanian troops entered Czernowitz.
So,for at least 6 days there was a Ukrainian government in Czernowitz.
