 Dear Ezra,
  Complex situation has complex solutions.
 If possible, I would call a referendum among the current
 inhabitants of Galizia and Bucovina asking them :
  "Do you agree that all your Jewish neighbors from the past
   and their descendants return to their old places
   to live amongst you in eternal peace ?"
   If the answer is positive you will have a problem making
   the Jews go - but this is another issue.
   If this accomplished Christian may meet a few friends
    on his future travels to the East.
