Based on the Molotov-Ribbentrop Pact, the Red Army occupied Northern Bukovina and Czernowitz on June 28, 1940. As - nearly - everybody realized, that the Russian Campaign was imminent and the "improvement" of conditions of life under the Soviet regime was more than limited, the evacuation of the Germans from Northern Bukovina started:

The German ID's, asking the (allied) Soviet occupation army to protect lifes and belongigs of the German minority - not of the Jewish majority! - were already printed and issued the same day:

As we learn from the memoirs of Dr. Dr. Fritz Gebhard Schellhorn, Germen Consul General at that time in Czernowitz, instead of 12,000 German inhabitants from Czernowitz, 20,000 were evacuated, due to a generous "Germanization" of Romanians in order to save them from the Siviets.
In fact, that's an extremely short version of a complex and long story. The deportation of the Jews to Transnistria one year later took place under completely other circumstances, as all of us know:
