It is going to take more than just a while until the procedure and the
criteria will be clear. There is a central authority in Tel Aviv supposed

I think this is a newly signed agreement, so it will take some time till all
organisations will have knowledge about who and how will be paid.
Suppose you should ask an office in Tel Aviv (don't know the name) which
deals with all those kind of payments.
I think it is in the Migdal Shalom.
