Let me add a few points to our discussion and to the short video clip on the Lipcani Jewish Cemetery Fire at our ehpes.com Blog:

1. David, you are right, it was a grass fire, as mentioned by the first lady in the video clip. For her it was just a regular slash-and-burn-method as applicated several times per year. As you, I doubt that there would have been enough heat to crack the headstones.
2. Hardy, it was only the second lady in the video clip, who assumed negligence caused by alcohol abuse; the news value of a fire at a Christian cemetery would have been low, but I suppose that happens in that rural area quite often.
3. Alan, despite the photo, it was for sure the Jewish cemetery, as reported simultaneously by several (Romanian-lanhuage) local media in that area.
4. The official's statemet at the end of the video clip is the most
"thrilling": Setting a fire is a punishable offense in Moldavia, to be
fined by MDL 2,000-3,000 (= US$ 80-120), out of the IDEA OF ENVIROMENTAL
PROTECTION, because open fire leads to soil contamination and air
pollution.
