That's a stereotype. My family was from Kolomea in Galicia and knew German as well as Polish.

 on top of that, they were great snobs.
 The newcomers to Czernowitz from Galicia, Besarabia and
 Romania
 did not know German, nor did those, who did not attend
 high-school,
 read newspapers or books.
 Speaking German correctly, was a sign of culture and
 education.
 Many of us, as children were admonished: "Sage 'schön'
 nicht 'schen' ".
 And there were numerous jokes about the people who did not
 speak 
 German correctly.
 For instance; the nouveau rich madame Pollak, said:
 "Das Foyer der Oper war mit Bordello roten Samt bedeckt."
