I agree with Mimi. Let us also have in mind that it was the governor who dismissed the elected mayor three years ago because of "incompetence" and replaced him by a "first secretary of city council". Against all laws of Ukraine no new elections have been held since then. Czernowitz is not the only city where this happened - even the capital Kyiv has no elected mayor.
