What you write explains a lot.
The Romanians were not eager to admit that so many Jews
had lived in Bucovina in 1910. In fact, in order to be considered a
citizen
of Romania, you had to prove that you had lived in Czernowitz before
1914
and had been counted in the 1910 census.
