Hi all,
correct - this is the Tomaszczuk monument in Volksgarten and this for sure. It was the highest bust in Czernowitz, surrounded by a fence and trees.
It was opened on the 17.th Oct. 1897 and destroyed by russian soldiers during WW II.
You can see in the book "Denkmäler von Czernowitz" by Osatschuk, Shevchenko and Zapolovski on p. 16
