Central Rada of the Ukrainian People's Republic: March 17, 1917 – April 29, 1918.
Hetmanate of the Ukrainian State: April 29, 1918 – December 14, 1918.
Ukrainian National Council of the West Ukrainian People's Republic: October 18, 1918 – January 22, 1919 (de facto independent until July 1919).
Directorate of the Ukrainian People's Republic: November 14, 1918 – 1920.

 165 years ago, on March 4, 1849,
 Kaiserthum Oesterreich, the Austrian
 Empire, proclaimed its new constitution
 (http://www.hoelseth.com/royalty/austria/austrianconst18490304.html).
 As a result, the Kreis Czernowitz, until that day a
 constituent part
 of the Königreich Galizien und Lodomerien became Herzogtum
 Bukowina, a
 separate Austrian crown land. A precocious teenager going by
 the name
 Franz Joseph I in addition to his existing titles became
 also known as
 the Duke of Bukovina. For 14,000 Bukovina Jews those were
 the truly
 watershed events.  Article V of the new constitution
 read: "Equal
 justice will be given to all races, and each race has the
 inviolable
 right of preserving and maintaining its own nationality and
 language".
 And even though these words did not immediately (or anytime
 soon)
 translate to the realities on the ground, the Jewish life in
 Bukovina
 has dramatically changed to the better. It is likely that
 our list
 owes its very existence (at least in part) to what has
 happened on
 that day 165 years ago.
