It is probably a Historic Preservation District which has specific
guidelines for replacing any part of these homes' exterior features. We have
neighborhood historic committees in North Carolina to assure that the state's
historic neighborhoods , usually listed on the National Register of
Historic Distiricts can be preserved. (Right now there's a fight going on in in
a neighborhood of Victorian homes where a buyer purchased one of those
houses and then had it torn down.and is attempting to replace it with a
modernist style). It's wound up in the courts and I don't believe he will win.
 
     That doesn't mean the gate on the Czernowitz house can't be replaced
-- but it must conform to the original architectural style. Usually, the
owners can do what they like with the interior. ...

Architectural scandal:
The tenants of this house have replaced the old rotten
front gate of their house with a plain metal gate.
This was an infriction of the old town presevation regulations.
The tenants of the house are furious and tell their mind.
But law is law and must be applied !
Olena Pushkeva is the young department officer ,writing the ticket,
You know ,perhaps where you can find an old Franzjosef gate
to the right dimensions ?
Can be second-hand....
