There is still a small number of people in Carpatoukraine (Transcarpatia), who call themselves "Rusyni"
(in German the Austrian authorities made from this word "Ruthenen").
You are right, that much more people called themselves Rusyni in the XIX century, but when they tried to establish a state in 1918 in Galicia, Bukowina, etc. they called it "West Ukrainian People's Republic".
So, in late Austian and certainly in Rumanian times, it is correct to say, that there was an Ukrainian polulation, which spoke Ukrainian, or some dialects of it.
Historically, "Rusyn" derived from the old "Rus", so the descendants of the "Rus" population in Lituanian and Polish Kingdoms, but this included also the population of modern Belarus, not yet distiguished from that of modern Ukraine.
