No, they do . As a matter of fact it is the only way to get it. Only
not the original (if it is still available), you have to get an up to
date extract from Czernowitz in Ukrainian, have a legalized appostiled
translation made to Rumanian and then on the base of it a new birth
certificate eliberated by the Rumanian ministry of internal affairs as
is required by EU legalities. Takes time and money but a lot did it -
others lost patience on the way.
I am told by Polish friends that obtaining similar documents from
Poland was even more difficult.
