For potato dishes,

I agree that the word "Latkes" was not used in Czernowitz.
I now remember that raw potato pancakes were called "Chremslach"
(Ch pronounced the German way.) I still do not remember what
the cooked potato version was called.
Tomatoes were called "Paradeis" without adding the word Apfel.
Tocz was made from raw potatoes.

My mother never used the word latkes until she befriended Polish jews,
after the war, here in Canada. She also learned to speak Yiddish. Toczerl
was her word for 'latkes' made from raw grated potatoes and fried. Tocz
meant a larger dish, akin to a kugel, but made from the same ingedients as
toczerl and baked.

She called tomatoes 'paradeis'

The above is strictly from my memory. I can't verify this further as all my
family members of that generation are gone.
