The registers 1927 and 1936 are not complete in several senses.
They were partly voluntary and not everybody wanted to be there.
They were only for heads of family, but any other members could
volunteer to be independently there.
They were sometimes made by the administration of the block, also
asking or not for acceptance of individuals.
Occupation such as student might have been a way out to find a better
definition for several reasons.
Military drafting, taxes, bad knowledge of Romanian language by
registrar or simply lack of interest.
The whole thing of registering was not too seriously treated by the
local population and probably also by the administration.
As to Samuel Grauer not registered as born in CZ. you can be prettily
sure that it is true. Birth registers were operated by the Jewish
community and later dully and completely administered by local
authorities.
