Things now seem more complicated than expected:

In the BMD records, there is not a single trace of Samuel Grauer, born
in 1909 (and not in any other year), and there are no other children of
a Saul Grauer.

Has the Czernowitz Census II (1922) completely been indexed?

If yes, than Saul Grauer is not to proof in Czernowitz before 1927. In
1927, he was a "negustor" in Dimitrie Cantimir 7, in 1936 in "Mihai
Viteazu 4".

Edgar, you are right, the Samuel Grauer in Rathausstraße / Regina Maria,
"student" in 1936, might be the very same I'm looking for.

It might seem that the family Saul Grauer has moved to Czernowitz
between 1922 (not in the census) and 1927 (address book).

In this case, the information that Samuel Grauer was "from Czernowitz"
and that he was born in 1909, must not leed to the conclusion that he
was BORN in Cz (as it was said).

Hm, without any other document thing now are complicated.

Are there any Melderegister (how to say in English? registers of
inhabitants?) from Czernowitz which list the date of arrival, birth
dates and birth places?
