Hi,
I faced the same problem - the decision by Google to close Picasa
application.
They send an email suggesting to move to Google Pictures.
I joined this application and it provide the same features as Picasa. When I
joined the application, I found that all my Picasa albums were transferred
automatically by them.
If you make pictures with your smartphone, there is an option to
automatically save them at the Google Pictures.
There is also a possibility to add comments, to each picture , which is
degraded relative to Picasa. But it works.

I used to use Picasa, too. It is annoying when these things change all
the time.

The simplest thing, is just to migrate to the new Google-supported
app/service:
