Plotke = Gossip !
I believe IPA (JPA) was a funny paraphrasing of the important JTA (Jewish Telegraphic Agency ) founded already in 1917 !
So, IPA is 100 years old, at least.
A testimony from Transnistria:
"There was no radio or newspaper but there was a lot of news agencies, such as the Y.P.A. "Yiddishe Plotke Agentur," (Jewish Gossip Agency) or the Y. V. A.. "Yiden Vilen Azoi" (Jewish Wish Agency) and others. The news were usually the type of forecasting disasters as well as that which gave hope for better times. After the Stalingrad defeat of the Germans, information which reached us with some delay, has added to the forecasts of the Agencies some optimistic news. Before Stalingrad most of the news were with a pessimistic news."

IPA (Idische PLotke Agentur) and IWA (Iden Willen Azoi) existed only as ironical names for so called News that were given from mouth to ear during the war for either normal bad events that happened or still had to come, IPA, or wishful thinking for hope and defeat of the Germans and their allies IWA. I and not Y because there is no Y in Y(idish).
And of course everybody knew that the "news" had to be taken with a big grain of salt!!

Sorry, but all this was only about rumors during the war mainly in the Jewish population - no written news. And of course no real Agency, Jewish or not)

Except that in a certain way everybody, everywhere is still exposed to XPA and XWA -X taking values for the name of any people in the World.
