[Cz-L] deciphering a postcard sent by a relative to(?) Transnistria

Hello,
I wonder if anyone can help me decipher these two postcards - address
of the sender on both is my Great Uncle Sigmund's address: 6 Avram
Iancu, Cernauti.


The top "Carte Postala" has stamps and notations reading:

(Numele si adresa trimitatoruliu) The name and address of the sender:
Hermann Stummer, Avram Iancu Nr. 6, Cernauti
(Commandamentul de Capetenie Al Armatei) Command of the Army
(Departamentul Guvernatorului Civil) The Civilian Governor's Department
Transnistria
(Residentura Generala) General Residence
