After a further consultation with Berti - his approach was by maps, mine by photos and newspapers - I'm coming to the firm conclusion that interbellum Iancu Flondor 46 is today's Kobilianskoy 42:

On the other hand I think Leonid is right that Abraham and Perla Mark didn't live on Iancu Flondo in 1941r, but most probably "vis-a-vis of the Synagogue" as stated by Perla Mark in her testimony at the Eichmann Trial. The only "corner building with a brick front" which I know opposite to the Synagogue is this one:

My name is Leonid Ekgaus (Eckhaus).
I am from the last Chernowitzers who spoke German at home.
We left with my late mother Silvia Zukerman for USA in 1989.
I remember my mother said that oberrabiner Mark was a neighbor (in the same building. I think she mentioned that there where two boys in the family.
She knew that his wife was one of the major witnesses on the Eichman trial.
This house was not on the Herrengasse, It was close to Jewish Theater a few blocks up the hill - a corner building with a brick front.
