[czernowitz-l] Emigration lists

I am looking for information about when my mother's family (Stern, Steren,
Mandeli) may have emigrated from Czernowitz to Bucharest. I know they
lived in Czernowitz in 1936 and even into the early 40's. I know there was
widespread emigration from Czernowitz to Romania in 1940, 41-42, 44,
45-46. Are there any lists or other records available that might help me
discover when they left?

Also are there lists of the people who received waivers from deportation
from Traian Popovici or Corneliu Calotescu?
