  Dear Czernowitzers,

I have received advice from some of our members in regard to setting up an
organization to handle the cleanup and maintenance of the cemetery and have
come to the conclusion that it is not necessary or feasible to establish an
international tax exempt organization.

  I particularly appreciate the advice I received from one of our members,
