The museum should of course have a section presenting Popovici.

But it is not the ideal place for a memorial plaque. The plaque should be
in a public place, such as Popovici's house, where Chernivtsians and
visitors will see it. Such a location carries an implication that the city
is joining in the memorialisation. Siting the plaque in a museum has
implications of it being a museum exhibit rather than a memorial. Also,
that the message is only for Jews, rather than for the city and indeed for
the world at large.
