  Shvoy, shvoy is not from Czernowitz, it is from Israel.
   The origin is Arabic : Shvuaye ,Shvuaye.
     Meaning slow .
      In Rumania we said " in pas de levaye " funny mixture of rumanian and
yiddish
for going slow " as the steps of a funeral."
