The Yiddish inscription on the memorial as transcribed into English is:

 Da haben funem 6 - 8 July 1941, fashistishe rotzchim
dershossen ca 400 Czernowitzer Yiden. Zvishen sei
dem hoipt rabiner Dr. Mark un dem hoipt chazan Gurman.

English translation:

Here did from July 6 till July 8 1941,
Fascist murderers shoot and kill
(about) 400 Czernowitz Jews.
Among them chief rabbi Dr. Mark and chief cantor Gurman.
