Mimi,
Here are two links with the sad story of Valeriu Carp doings.
http://ftp.nizkor.org/hweb/people/c/carmelly-felicia/dorohoi-pogrom.html
 and
http://www.ccg.org/_domain/holocaustrevealed.org/Romania/Matatias/Transnistria2.htm
Have not found anything of him being brought to justice.
On the other hand many calls to name him hero for the fact
that he stopped the Soviets from invading south Bucovina.

"De aici nu ne mai retragem! Peste Putna nu se trece! Mergeti la unitati,
organizati-va pozitii de aparare si, daca rusii mai înainteaza un pas, DIN
ORDINUL MEU SI PE A MEA RASPUNDERE, deschideti focul!"

" From here we do not retreat , open fire if necessary"
was his order to his troops as they reached Putna.
What is true though , is that the Soviets took Herta by a navigation
error of an advancing tank unit.
Herta is not Bucovina nor Basarabia.
    Today it is Ukraina

Hardy
