In answer to Hardy's letter, detailing what he does not like
about the pilot project of the Dr. Bursuk suggested plan, let me answer each
of the points hardy made:

1. Hardy: The cemetery administration involvement (from across the street.)
My reply: Dr. Bursuk thought it best to work through the cemetery
administration. (Their office is across the street from the Jewish
cemetery, in the Christian cemetery, but they administer both cemeteries)
Legally, no work can be done in the cemetery without their permission.
Dr. Bursuk is 77 years old. He is not our paid contractor, in fact
we do not have a contractor. Anyone willing to move to Chernivtsi and
   undertake the job?
2. Hardy: Payment will not be conditioned on progress but only on time.
   (clock in - clock out).
My reply: We modified the plan initially suggested by Dr. Bursuk. Our
agreement now specifies that the cemetery administration will hire
4 - 5 people to start work on a specified section of the cemetery.
We sent Dr. Bursuk $2000 with which to pay the workers for their work.
The total sum will be paid to the workers, provided they do the work well
and in a timely fashion. Dr. Bursuk will check this on a biweekly basis.
When all the money has been paid out, Dr. Bursuk will measure the area
cleared and take photographs of it. These he will send to us, so we can
judge the quality of the work and the size of the area cleared.
If we are satisfied with the quality and quantity of the job done, we'll
proceed with clearing another area of the cemetery.
3. Hardy: The money available is sufficient for a month (estimate)
so there is time for only one interim check.
My reply: See answer to #1.
Einem geschenkten Gaul schaut man nicht ins Maul, (don't look a gift
horse in the mouth). The workers will want to do a good job, otherwise,
there will be no job the next month.
4. Hardy: Who will chose the plot? Vegetation density differs .
So does the labor needed. If this pilot is going to serve as a guideline
the choice is of utmost importance.
My reply: I have chosen the parcels to bee cleared, I chose the most
overgrown ones to which there now is open access. The work will start
in numerical order on parcels: #51 - #62, continue with parcels #73-#78,
   then parcels 74 - #78 and Parcels# 79 - #84 for as many of these parcels,
   as there is money.
5. Hardy: Who will supply the chain saws? without them the job impossible.
My reply: The cemeteries administration will supply all equipment.

Additional information: The Volunteers from SVIT last summer cleared parcel
#32 and part of parcel #31. The city cleared part of parcel #33.
Please have a cemetery administration map and a Google satellite map handy
with this message in order to get an accurate picture of what is being done.

I have calculated the size of the parcels to be cleared, as best I could,
from the scale given with the Google map, but would like others to do this
calculation as well, so that we will be reasonably accurate.
