Peter's explanation seems a reasonable one. Possibly, because they were
Moslems they would not be buried in a Christian cemetery and who ever was
the rabbi at the time, agreed that they be buried in the Jewish cemetery.

Generally speaking; I remember my mother telling me about the Czernowitz
"Chevra Kadisha", which was still functioning 1940, but I do not know what
happened later. The last time I visited the cemetery before leaving
Czernowitz in 1945, was shortly before Yom Kippur in 1944. At that time
there was no office and no caretaker at the cemetery, but it was well
maintained. Does anyone know where the Chevra Kadisha had its office?
Does anyone remember what rooms and functions were included in the
ceremonial hall (Leichen-Halle) at the entrance to the cemetery?
