Yes, I understand now what you mean. But I would not call this complicit,
misguided or naïve would be the better term. I think that in 1941, Jewish
people living in Czernowitz and vicinity found it hard to believe that what
had already happened in Germany and Poland, would now happen to them.
Possibly, it is human nature to refuse to believe the worst.
To my knowledge, non of the leaders of Jewish communities in the countries
ruled by fascist governments complied with these governments for private
gain or advantage. Most of them complied with the orders they were given,
because they saw no way not to. Many did all they could to persuade
government and church officials to intercede on behalf of the Jewish
population.

What was done to American Japanese during WW2, while unjust and cruel
to the victims, did not provoke the kind of murderous participation in acts
of extreme cruelty by a large segment of the population as it did in many
countries of Europe.

In America, the unfair tendency to generalize negatively against all
Muslims, is largely a reaction to 9/11 and other attempts at violence, by
Muslim groups, which threatened all inhabitant of the US. Also as a reaction
to speeches by various Muslim leaders and politicians who proclaim their
intention to annihilate other countries and societies. This of course does
not excuse random unlawful acts against Muslims who live in the US,
but can be seen as a cause and effect.

Jews in Romania, did not commit mass murder, nor proclaim their intention
to annihilate all Romanians. Many of them were glad to welcome the
annexation of the Bucovina to the Soviet Union, but this only because they
had been discriminated against and persecuted by the Romanian government.
