Hi Kurt:
Many records from Czernowitz, 1856-1929, are available in major
cities around the world via LDS Family History Centers. You must be
willing to view a microfilm and search for the record yourself, but
it's a viable option for many. Microfilms are ordered for a few
dollars (US) each and take 2 to 6 weeks to reach your local center.
There is a guide in section I. item C. of this web site to help you
determine whether the LDS centers hold the record you are seeking:
