Dear Gary,
  The link you posted belongs to the Archives of the Mormon Family History
and covers
  the Greek Catholic and Orthodox Parishes of West Ukraina.
   It is kept by the Latter Days Saints of the Mormon Church in SLC.
     I do not think they will issue birth certificates to jews of
Czernowitz.
    For this there is Czernowitz City Archives at
    Kobylianska street No 7.
     Czernowitz 58000
        Ukraina
