Dear Hardy,

The Mormon Church and the associated international system of Family
History Centers do not "issue" birth certificates at all. However,
they DO maintain extensive microfilm collections of birth
certificates and original indices and registrations of vital records
 from around the world. Their collections include Jewish records, and
specifically include Czernowitz records from 1856 to 1929, as I
mentioned in my message to the group yesterday.

One further note about microfilm availability - Mormon centers are
located around the world but not in Israel.
