On the subject of the "Tempel":

I was very glad to learn from Lyudmila Aliyeva's letter, that the fate of
the Tempel is of concern to young people in Chernivtsi, but we must realize
that restoring the building to its prewar condition is a very expensive
undertaking; no small matter for either the city of Chernivtsi, or for
members of this list.

   A few years ago, within the correspondence of the Cz. - List, we had a
similar discussion, to the one we have been having during the last two
weeks. Nothing practical happened as a result of that discussion and
we will achieve nothing practical now either, unless we do some basic
research and find the answers to the following questions:

1. Who owns the building of the Tempel currently?
2. What are the current laws of Ukraine pertaining to former religious
    communal properties?
3. Who exactly burned the Tempel? Romanian soldiers or German soldiers, or
    both?
4. Is there a precedent of the Romanian or the German government, restoring
    Synagogues which were deliberately destroyed or damaged by their armies
    during World War two?
5. Who legally represents (and has the right to make claims on behalf) of
    former Jewish communities in Europe?

I think it would also be practical and sensible to realize, that the
building will most likely not be returned to its use as a functioning
synagogue, nor will it be used to house a Jewish Museum, there are not
sufficient items to be displayed in such a large museum.
But it could be used as a public building for some serious and dignified
purpose, which would also house an exhibit showing the rich heritage of
Jewish Czernowitz. As discussed some years ago, this would benefit the city,
preserve the building and keep alive the memory of what this building once
was and what it stood for.

I hope that some of you agree with what I wrote and will try to find the
answers to the questions I posted.
