There is not a Romanian word "maluros" meaning "contaminating". Probably it is an erroneous transcription of "malorus", meaning Ukrainean.

If you speak Romanian, you may want to have a look at this site. It is not new but was brought to my attention only recently.

It shows an etnocentric view of Czernowitz where everybody not Romanian, i.e. the Jews,  was "element maluros" = meaning roughly "the contaminating element"
