Ad question 2:

first train station 1865/66, second train station 1906/08 (http://bukowina.info/BahnCz.html).
start of telephony: 1. Nov. 1883, end of 1899: 1 public phone, 119 connections.
paving started in 1825 with the Ringplatz and advanced slowly.
