Yefgenia Finkel's book is a work of anti-Romanian propaganda. I have never
heard of Traian Popovici selling his authorizations and I was in contact
with lots of people who received the Popovici authorizations, both as a
child in Czernowitz and later when my parents and their friends discussed
the matter. It is possible that some of his underlings took advantage of the
situation and asked for bribes to insure that the payer would get his
authorization, but Popovici did not profit from being humane and decent.

I distinctly remember that authorizations were given out in alphabetical
order, names starting with two or three particular letters, per day.
