  Are we to understand that Jews fought in the Ukrainean underground
  for independent Ukraina ?
    This is not a Soviet army monument !
      It does not have to be explicit , but we understand .

After reading all of you comments few things came to mind.
1. Concerning the "Ukrainian" memorial.
Correct me if I'm wrong, but nowhere are the Ukrainians mentioned. This is a
memorial for the fallen soldiers that is typical for every place in USSR,
just like you will find memorials all over US and other countries. And it
implies to everybody who served in the Army, Jews included. The fact that
anti-semites will tell that Jews were fighting in Tashkent (implying they
were cowards) is another story.
