Hardy, Christian and all members of the Czernowitz-List,

I believe that the discussion about "the objective" started, because on my
last visit to Czernowitz, I was advised by a number of people, that in order
to ensure that the Chernivtsi city administration would participate in
the restoration of the Jewish cemetery, I should try to sign a written
agreement with this administration.

As the president of CJCRO, I met with the acting mayor, some officials of
the city administration, some city council members and with the first deputy
of the head of the regional government. These meetings convinced me that,
If CJCRO signed a written agreement (generally called a contract), with the
city administration, which would specify the obligations which the parties
to the agreement, would each have to fulfill, there would be a better chance
of the cemetery being restored.

I am still gathering advice about who, if any, besides the Chernivtsi city
government and CJCRO, should be parties to this agreement and what
the substance and wording of the agreement should be. Also the proper
procedure for suggesting such an agreement to the city government.

I would like to keep the discussion about this possible agreement within
the framework of CJCRO. Since CJCRO does not have its own mailing list,
members of CJCRO, who, would like to write to all members, please send
your Email to me and on the subject line write: "for CJCRO members" and
I will send it to all the members.

Currently the advisability, content and parties to the suggested agreement
are being researched and debated by the board of CJCRO. I expect, although
cannot be sure, that we will come to a decision, no later than Sept. 25th.
