I have written to Vadim Altskan at the USHMM asking about these letters.
When he replies, I will let you know.

I can understand the Chernivtsi regional archives wanting the letters to be
published in one multilingual volume, consisting at least of Romanian and
Ukrainian translations. Commercial publishing houses are not likely to agree
to publishing such a volume.
BUT, a scholarly academic publishing house, may agree to do so, if they can
obtain a grant to support the endeavor, UDHMM may be willing to do so,
Or the letters could be self published, if we can raise the money to do so.
