While it is not impossible that Schellhorn's stand was influenced by
humanistic considerations, it is important to remember that his
actions in October of 1941 were completely in line with the German
policies of the time. Throughout the occupied territories, in cities
and towns were Jews played critical role in the local economic
infrastructure, those with skills necessary for normal functioning of
the municipal facilities or industries important for German military
effort were spared from immediate extermination. It was frequently
done using "special permit" mechanism. 12,000 work permits were issued
in Lvov ghetto, 12,000 in Vilna ghetto, 5,000 in Kovno ghetto
("Jordan's permits"), and so on. These permits protected their owners
for about two years (Lvov ghetto was liquidated in June 1943, Vilna -
in September 1943, Kovno - in October 1943).
As for the possible bribe-taking by the Romanian officials - a very
similar situation was succinctly summarized by on of the greatest
Russian poets Joseph Brodsky in his masterpiece "Letters to Roman
Friend" (one of the English translations can be seen at

"You are saying that all local governors are thieves,
But thieves look to me much better than murderers".
