The applicable record group is RG31.004M. It consists of 24 microfilms
from the Odessa Oblast Archives, and summarized in the catalog as follows:
"Contains files from the central administration of Transnistria (Ukraine)
dealing with the local Jews and with the Jews deported from Bessarabia,
Bukovina and Transnistria, and their fate in the ghettos between the
Dniestr and the Bug." Unfortunately, there are no further details in the
catalog. You might have to contact the Holocaust Memorial Museum to find
out more, or perhaps Nolan Altman, who coordinates the Holocaust database
for JewishGen, can give you further information.
Regarding a Yizkor book for Czernowitz - I think Gold's Geschichte der
Juden in der Bukowina comes closest.
