  By quality you probably mean the representation of Popovici,
  is it true to life or not.
   As very few of us, if at all , met Popovici in person it is hard to
tell.
    Is it photogenic ? Yes it is , even the too small hat looks chique .
     Compared to the row of mustachio- brandishing burgomasters of
      the old times , the painting shows a modern man , the
      contemporans can easily identify with.
