It is in the nature of dictatorships to want to appear legitimate.
Consider all the dictators of the 20th century and the current ones as well.
They all hold elections, even though everyone knows that these elections
are rigged.
Antonescu wanted to get rid of Popovici, because the later was a decent
person and had contravened his orders. Insubordination might have been
contagious. But it seemed better to accuse Popovici of dishonesty than
insubordination due to decency.
Antonescu wanted to be a "wolf in sheep's clothing".
