Having looked again at recent photographs I took in Czernowitz,
I think that Hedwig and Edgar are right and I am wrong.
I was mislead by the horizontal lines in the facade of the building,
which are the same in both the Czernowitz Rathaus and the Bucharest
museum. But I bet that the Rathaus was built first.
